Has a degree in Law, graduated from the Pontificia Universidad Católica Madre y Maestra (PUCMM) in 2002, Cum Laude. She also completed a Diploma in Business and International Trade, Universidad Iberoamericana (UNIBE) – Fundación Institucionalidad y Justicia, Inc. (FINJUS), Santo Domingo, Dominican Republic, 2005 and has a master’s degree in international law studies from Handong International Law School (HILS), Pohang, South Korea, 2010.

Her practice focuses on advice on patents, regulatory matters for companies in the pharmaceutical and cosmetic sector, as well as other mass consumption products, such as food and beverages, including advice on commercial aspects on distribution, labeling, marketing, promotion and advertising of products of regulated industries, advice in the area of intellectual property, especially brands and aspects, as well as in projects aimed at the protection of intellectual property rights. She acquired her professional practice after having worked for more than 20 years in the most important firms in the Dominican Republic, reaching the position of partner in the Department of Intellectual Property, Health and Life Sciences. Likewise. She has experience as a public servant after having served for more than two years as director of the general secretary of the Public Ministry (Attorney General of the Republic), in charge of all citizen services of an administrative-legal nature and the incorporation and definition of policies that affect non-profit associations.

Lilly is a member of the Dominican Association of Intellectual Property (ADOPI) and part of its current Board of Directors, currently as second vice president. Likewise, she is a member of other intellectual property associations at an international level, such as the Inter-American Association of Intellectual Property (ASIPI), of which she is an active part of the Regulatory Committee and for the period 2021-2023 she served as national delegate and the International Trademark Association (INTA). Furthermore, she actively participates in the meetings of the Food and Beverage Sub-Committee of the Association of Industries of the Dominican Republic (AIRD).
